The Britannica does not go on to say "At whose expense?" This was one of the great questions that Ayn Rand always posed when people came up with new schemes and new "rights" -- "At whose expense?"

In this case it is at the expense of the productive individual who -- under coercion from the State -- has no rights to exercise personal judgment on what he personally created, but instead is saddled with a lien from the State based upon the need of another. If the productive individual fights against the lien, the productive individual is punished.

Great scenario.
