For the moment, lets just say that your letter really is genuine.

What we have is political spin, nothing more. Nothing refutes Cato. They Just want you to focus on something else. A company with their hand caught in the cookie jar. What would you expect them to say ? Really, get a clue.

And what do you want to bet, that the volume of electricity provided is directly related to the capacity of the provider ? This makes SMUD statements even more dubious.

And remember, that there was a court case, against Davis to find out the information, which he fought. The data is a matter of public record now.

Why would he fight it ?

Here is a hint : Gray Davis Lied.

BTW public records & a court case are the apparent source of the SD union. Seems like you are the one who has not done their homework.:

No wonder Davis tried to keep those records secret, releasing them only after losing a court battle with Republican lawmakers in Sacramento and several news organizations. They reveal how duplicitous he was, bashing out-of-state power companies for price gouging when he knew that in-state government utilities were charging even more for electricity.

The equasion still remains Cato, a company caught, and an admitted fanatic. Whom to believe.

I'll also note your thinking process. Question the source first, then go in search of evidence to back you up. You should try looking at facts first, then making an opinion. You might be able to make a coherant point once in a while.

And still, Gray Davis Lied. It has been proven
