No, that is nationalism. And that is a great analogy. Zionism is at root nationalism. The desire of the Nazi party to have a homogenous culture is similiar to the desire of Israel to have a homogenous culture.

That does not make Israel a theocracy any more than the successes of the Christian Coalition in American politics makes the US a theocracy.
