I would envision it differently with states' rights wherein the state set the enviro laws and used state money to enforce them.

The federal government will homogenize and socialize whatever it regulates and only the states will be able to prosecute diversity. I can see areas where states might all agree to this and others where they would be better served to hold on to these rights. By recent example education would be one to hold onto. Control of voting rights were gradually given up and in balance maybe for the best.
