Guangdong Telecom

Latest Win in China Awards Alcatel Data Network Expansion Projects

PARIS--(BUSINESS WIRE)--Aug. 27, 2001--Alcatel (Paris: CGEP.PA and NYSE: ALA) has been
awarded a series of contracts worth US$16 million by Guangdong Telecom, a subsidiary of China
Telecom Group. Alcatel will provide DDN (Digital Data Network)/FR (Frame Relay) systems for its
provincial backbone and metro network expansion projects in Guangdong province.

Alcatel will provide its award-winning Alcatel 7670 Routing Switch Platform (RSP) and Alcatel
7470 Multiservice Platform (MSP) to Guangdong Telecom, which operates the largest DDN/FR
provincial networks in China. Following completion of the two initial projects in the second half
of this year, the Guangdong DDN networks will deliver a wider range of higher quality services to
end-users. Since constructing the province's first DDN system in 1992, Alcatel has been the
carrier's primary supplier of data network solutions.

Rapid development of the economy and e-business in Guangdong province has generated
increased demand for DDN/FR and leased line services from business users such as enterprises,
banks and offices. With DDN, business users can enjoy integrated voice, data and multimedia
services with guaranteed bandwidth and secured connection.

Feng Xiong, president of Guangdong Telecom said, ``With this expansion, Guangdong Telecom
will be able to provide better services to meet customer requirements. We are delighted with our
cooperation with Alcatel, which has been providing reliable, easy-to-maintain systems with
outstanding performance.''

Dominique de Boisseson, chairman and CEO of Alcatel China, said, ``The DDN and Frame Relay
market is robust in China, with great expansion demand from service providers. Alcatel's
integrated and scalable solutions offer service providers significant operational savings and a
reduced services cost base while enabling them to tailor services to the specific needs of various
business niches''.

The 7670 RSP, Alcatel's next generation multiprotocol platform, scales from 50Gbit/s to 450Gbit/s
and provides high capacity switching and routing with guaranteed quality of service and
reliability. The 7670 RSP integrates ATM, MPLS and IP routing in a carrier class platform for an
ATM core network and mediates ATM traffic across an IP/MPLS core network. The 7470 MSP
functions as a multiservice edge switch, able to aggregate multiplexer traffic and carry FR, X.25
and leased lines.

In June 2001, the Alcatel 7670 RSP was awarded a gold medal by the Industrial Designers Society of America (IDSA) for design
excellence. Featuring leading edge Multi Protocol Label Switching (MPLS) to aggregate ATM and IP traffic, the 7670 RSP is being
used by major carriers around the world to generate revenue while simultaneously preparing for network core convergence.
