I understand that the parents can opt out which answers some of the concerns. Of course if the data is kept after the child has grown up and the child never had an opportunity to opt out it might be considered a problem.

I don't think this is something that should be rushed. A lot of thought and a lot of chances for public comment on this should be considered necessary.
