OK this is probably hopeless, but here goes.

I send the government money for my taxes I owe them. They send some money back to me, not enough, but I'll take it.
They could have applied it to my taxes owed for 2001, but instead they are sending it to me to spend as I see fit.
Why are they sending it back? Because they determined correctly so that they took too much from us.

Is this elementary enough for you? Just not getting a check are you?
