You are correct. Other than the potential triggering of the credit for those who did not pay taxes in 2000, this is, pure and simple, a refund of the Clinton overcharge of 2000.
Let us refund in 2002 as much of the Daschlegephardt overcharge of 2001 as possible. Thereafter, the refunding should become a national institution, and any Congress that interferes should be run out of Washington on a rail...
