I understand that it is confusing. However, it is a rebate based upon your 2000 returns, in lieu of the rate change that was too late for 2001, and as "earnest money" for the rate change that will ensue in the next fiscal year.....

How many people who are getting a check, have already paid their taxes for the 10% bracket, and have paid them at 15% ?

Wanna bet the vast majority ?

And even those who are only in the lower bracket, had their payroll taxes deducted at 15% for the first half of the year.

So if you get back money, which you have already paid what do you call it then ?
