The market will only move when the carriers begin spending again and that depends on whether they are able to gain revenues. I suspect IMHO that the carriers will raise their rate in order to generate revenue before the capital markets are opened to them.

Here is the ATT research cited by JP Morgan and McKinsey in their projections. I find it a little soft on data for my taste.
