Even by this measuring stick, Bush is proposing an increase in federal outlays compared to the Clinton years ($1,730 billion in fiscal 2002, for instance, as compared to $1,678 in 2001 and $1,659 in 2000). In the past, Bush has correctly pointed out that Clinton and Gore wanted to spend far too much taxpayer money. Yet he proposes to spend even more money than was spent during the Clinton-Gore presidency."
