Guess what? If you pay NO TAXES in 2001, you can still qualify for a check.

guess what if you don't file your 2000 return you won't even stand a chance of getting a check. That seems to be the key item to consider. Also, if they are my funds, gettin em back sure sounds like a refund even if some government yokel calls it an advance payment of a credit. If they waited to give it to me next year it would still be a refund. Sorta like when you apply those car rebates to the purchase, it's an advance credit only they call em rebates
