They hate themselves so much that the only way they can try to feel better is to focus on something negative about somebody else. The fact that that he can't let go of something as old as the Tony transgressions only proves he is living in the past. He most certainly resented Tony because Tony had a following and he didn't. When Tony was convicted for receiving a disability payment, or whatever that silly thing was, this guy was probably on top of the world. It made him feel better about himself. People who hate themselves love to see somebody doing well "brought down." When the person who has been brought down recovers and grows, it punctuates the fact that the distractor is the true loser, so they must continuously work to discredit that person further in a desperate attempt to feel better about themselves. That everybody else has moved on, and this guy must cling to that time when he felt superior, demonstrates that he has done nothing with his life since then. He will come back and assure us that he has done just fine, but his attitude and continued focus on Tony's past shows that he really hates himself inside and will continue to seek a return to the time that he felt "right" and "better." This is like the guy who hangs out in the high school parking lot after graduation, talking about all the "losers," who just so happened to become quite successful in their lives. He is too busy recalling the good old high school days to notice they have become much more than he will ever be. Everybody else has moved on, but he needs to keep "remembering when..." Truly sad life he must live.
