According to Sen. Feinstein, Ca has approved the building of the most plants in the past ten years. If you look at the chart I referenced, there were a couple plants that had their construction started early in 2000 that had capacities of over 500MW. The fact they some were privately built didn't change the fact that the state approved their permits.

Ca is currently selling off their excess....we have too much!
