The problem is X people get a big bennie, 100,000 X people pay for it. The 100,000 X people might each pay $1, and they aren't willing to go to war over the $1. The people getting the bennies each get $100k, and they will go to war over that...

Nope. Not as long as politicians need votes to get elected. They will always use the power of the purse to buy votes. And people will always take advantage of the available programs to get money for their pet projects and their own wallets.

The only way to limit it is to limit the power of government. Which was tried in 1787, but Marshall killed that dream.
