IMO - Today's stock reaction was unwarranted, the news gets weaker with every revision:

""Bermuda-based Global Crossing (GX: news, chart, profile) said Friday it was notified by the Defense Department that a contract to provide wide area network services may have to be re-bid due to possible procedural violations by the government in the bidding process.""

Most large DoD contract awards are contested, closer to 100% in multi-service, multi-national, technocentric awards. I doubt if any RFP / PWS / or subsequent contract could ever satisfy the bizarre rules and regs of the DFAR's, making challenges by losing bidders easy.
