Relative strength is just an out of norm indicator.. RSI = 100 - 100 / (1 + RS) where RS = (total gains / n) / (total losses / n) and n = number of RSI periods.

What might be more helpful is to identify an occilator within the semi RSI universe.. for example the number of oversolds/overboughts.

Or, since none of us can hope to buy all the semi stocks, isolate those that are continuing in an uptrend, holding on large volume, making volume reversals, or rising through a moving average.
