Alcoa as a producer of Aluminum is a huge consumer of electricity and probably has a significant presence in the NW. Most likely a large amount of power cam from the BPA with long term contracts. Because of the crisis, they probably sold power back to the BPA (closing their NW smelters) so that: a. the power could be resold to California. b. more water would be available for other NW consumers and salmon.
