My guess, is that the closures of Alcoa's smelter came at the request of the BPA. Why is Alcoa evil for selling power that they have a long term contract to hold, while it is not evil for Government agency like the DWP or SMUD or BC hydro? Do you know why Watson's chart shows public generators with higher charges than the private generators? Could it be that sales from Public generators are not regulated by the FERC and therefore were not subject to the Price Caps that were in place at the time?
