And in the obviously shallow artificial debate about the allocation of the surplus, the "undecideds" will hear only that there is a 160-billion dollar surplus after their refund and apology. The Democrats argument of "But...but...that money might have been paid to Social Security receipients by 2040..." is far to arcane to make a 20-second sound bite out of.

Bottom line for 2002: A surplus is a surplus. We refund the overcharge as much as we can. Elect more of us, and we will stop more of the theft.
