Continental Europe's primary concern would be if the fall in value of dollar-based assets had an important effect on confidence. Europe, after all, accounts for nearly two-thirds of total foreign private holdings of US stocks and bonds.

It is perception RB and that is the frightening part of all of this. It doesn't take a genius to figure out that by lowering head count you are attempting to adjust for reduced revenue in your future projections.
On the other hand you have the FED trying to create growth which had the bubble been valid would of happened naturally.
