I don't know.

And last time I looked, I was neither an Arab nor living in an Arab country.))

In some Arab countries saying " I divorce you" three times works. There was a case, in Egypt I believe, where the guy sent it by e-mail. The court ruled he had to say it face to face.

Muslim men can just stand in a Mosque (or any where for that matter) and declare to God that they are divorcing their wife. She does not even have to be present. When stated three times, the (intent) divorce is established. The divorce cannot be finalized for three months (three menstral cycles) to ensure that there is no child when the final terms are discussed. In the three month period the couple are required to seek council for any possible reconciliation.

In most places (like here) this has to be supported with the appropriate and timely legal documents to be legally binding on the parties.

Getting married in Colorado can be as simple as standing in a room and saying to each other "we are now married." Of course the legal issues get real complicated when there is no documentation or witnesses.
