What I heard was that as a result of the settlement INTC took the settlement to RMBS & said 'same bus, different speed we couldn't stop it -- so we're going to do the same thing -- but we absolutely promise that we won't take the bus faster than 133'.

If you remember, at that time, INTC had agreed to promote RMBS exclusively for future bus design & and not promote or advance other memory bus designs. This action was seen as a way to defeat the RMBS agreement.

I don't necessarily trust my source. There is an axe to grind in the area. But the story made sense to me as I followed it.
