From this post linked on the mudpit thread, Grubman states that the procedure that was violated was that the government notified all the losers in one big meeting, when they were supposed to do it one-on-one. The "reason" they do it that way is so that the bidders can have questions about why they lost answered at the time, instead of having to voice their problems in front of their competitors.

As an aside, this was exactly why R. Sheldon said the contract might be rebid on Friday morning, when all the hysteria was going on...not that anyone would mention that there...
