I think you are wrong on all three counts. Margins
of safety is a well known tool in engineering.
Of course, there are some trade-offs, and when
someone uses lower margins of safety, it is definitely
not due to ignorance as you have suggested.

At the end, the Tjmax is determined experimentally.
Lower Tjmax means that internal timing of Intel
chips falls apart much earlier. There are indications
that it is related to poor chip layout and
corresponding hot spots. The 90-95 deg.C for AMD
is an indication of a well balanced design, and it tells
that there is a significant room for speed jacking
if a more expensive cooling is provided. Of course,
the ceramic package also helps, both mechanically and
thermally.
