We currently have over 40 customers that have commercial agreements to purchase QUALCOMM 1X MSM chips and more than 15 1X handsets are currently being sold

40 - 15 = 25 remaining. Obviously some of the 15 are from the same company, so more than 25 companies have yet to begin selling their 1X product. 25 more customers will translate into how many different products?

How does 40+ handsets, etc. compare to what is currently available in 95a and 95b product? (Or is what I am trying to get at here all wrong?)

qualcomm.com

looking at the list, there are only 60 or so total subscriber licensees and some of them are unlikely customers for now. 40 customers should actually be pretty good news.
