I have actually argued myself in the past, semi-seriously, that we should take an island, one with enough fertile soil to grow crops on, and turn it into a release facility for people who have shown that they don't want to live by society's rules. Not petty crime stuff, but serious stuff. Let them live togther and make their own society since they don't want to live in ours.

Maybe do airdrops of food. But no guards, no imposed government or rules. Just enough monitoring to make sure that nobody escapes (and that no foreign power or terrorist movement manages to sneak some baddies off the island to recruit for their own uses). A no-fly and no-boat zone, one or two submarines, a few ships, and a squadron of planes based on a nearby island, should do it.

It's very tempting. If we could only get it past the "cruel and unusual punishment" crowd.

And I bet sociologists would clamor to study the culture if a way could be found to keep them safe. One very interesting thing would be how the men would respond to the pesumably fairly small minority of women.
