There is still a shortage.

This seems a contradiction, nevertheless, I'll go back to my original post and find sufficent explanation. I don't follow the "senate shift" theory. Dunno.

I do agree that we are not out of the woods yet. Whether new supply comes on line or not, our rates aren't going down anytime soon.

Even if you find there are evil forces at work in the wholesale market (look at prices charged by INSTATE municipalities for the real gouging), there is no denying the governmental agencies failed in their duty to protect consumers from such "gouging".
