one thing that came to me last evening just before I retired ....
I can recall, from the past, a box that I had with an AMD chip ...
the modem WOULD NOT connect at the higher end of the range unless the CPU was totally at idle ....
as in .... I would wait more than a minute AFTER it appeared that the internal workings had ceased on bootup and the box was at idle ....
then, and only then, would the modem connect at full throttle.

Now, I have no idea .. it HAS been several years .... and a hundred boxes/modems ago ... but it "could have been" a hardware or a software or a combo problem ...
but it was easier (for the two months or so that I had that unit) to just w-a-i-t til everything had time to settle down ....

dunno if this is of ANY help .. probably isn't ...but there it is ....
