IMO, the BIG difference in watching a speech by President Bush and clinton, is that GWB says it is YOUR money, and he says 'YOU need to vote, and YOU need to watch Washington, and YOU take control of your schools'....whereas clinton was always 'I am going to do this and I am doing that, and the government is going to take care of you'..etc etc etc.
