I found this article in two minutes and I could find a dozen more without effort. Now, you may consider that all Israeli actions taken in response to mortar or gun fire are "provocative". The only appropriate response in your book may be for the Israelis to sit on their hands and take gunfire and bombs. They don't agree. Last year Ehud Barak wanted to do a deal and offered a settlement that went far, far beyond any previous Israeli offer, even breaking long-standing taboos against dividing Jerusalem. Arafat was so unprepared for this that he could not even make a counteroffer , and started shooting instead, reneging on all his Oslo promises and destroying whatever small levels of trust had been accumulated.
