No Dave, you're all wet. DWP and all the other muni's wanted to sell their last few MW to the state for pennies on the dollar. We all know these government entities are only concerned about their citizens welfare. It's only private business that porks consumers.

They're probably giving the excess money back as we speak. <g>

Another possible reason for higher prices from the DWP, is that the State could have possibly used the DWP as a vehicle to mask its power purchases from marketers (with the DWP getting a 15% markup for their trouble).

I believe the LADWP originally sold their excess power at cost plus fifteen percent. After Davis threatened to seize their plants they began selling at cost.
