The survey I referred to was to the CIO. These are the customers not the suppliers. Although not infallable I believe the customers know their own budgets.

Sure do. Hence, the reason the majority of technology stocks are 'cyclical'. A quick glance at charts of software companies like i2, Siebel, Oracle, BEA Systems, Manugistics, Checkpoint, blah, blah, blah, etc... pretty much indicate what portion of the cycle we are in or near for that sector. Compare the two year charts of these companies to other noted cyclicals such as Intel and Applied Materials. Of course, it makes sense to have the layer of technology those two companies are involved with being months ahead in the basing process than other layers of technology.
