The Democrats under Johnson turned this into a general fund line item which spelled the death of the system clear back in the 60's. The whores and thieves in DC have been spending that money since inception but could do so after that date without the majority of the country even being able to see them do it. In their defense though if you can't invest it in anything other then US government bad paper there really is nothing else they can do with the surplus but spend it. A more honest approach would have been to reduce our amount taxed and turn it into a pay as you go system. We would be in the same position several years from now when more people are collecting then are working, but we wouldn't have the default issue hanging over our collective heads because the government wouldn't be buried in debt that they can't even hope to pay. Or they could have invested it in the private market or oversea government securities. That way they would have had a real return on their money and they would still have the principal. Alas we will all blame the other party, we will make fools of ourselves screaming idiot over and over again, and will watch the ship sink from beneath us rather then look for real solutions to this very big problem.
