It means that just as a voice call is handed off seamlessly from cell to cell as you move, an always on IP ( internet protocol ) session can now be handed off as you move.

Note that Mobile IP capability is supported by QCT's MSM5105, MSM5100 and subsequent CDMA2000 1X chipsets and system software so early 1X devices based on the MSM5000 such as the GTRAN modem, approved today by the FCC, probably won't do this.
