I'd say DeLay got it about right:

Majority Whip DeLay Statement on Budget Projection
WASHINGTON, Aug. 22 /PRNewswire/ -- House Majority Whip Tom DeLay (R-TX) issued the following statement today in reaction to the Office of Management and Budget's (OMB) release of annual budget projections:

``The declining budget surplus projections are the inevitable result of an economic slowdown George W. Bush inherited from the previous administration.

``At the beginning of this year, George W. Bush was criticized for telling the truth about it. Now projections are proving him right. The Democrats want to pin the tail on the Republicans when we all know that it belongs on the donkey.

``I'm glad we now have a president who agrees with me that the biggest threat to our economic recovery is congressional overspending.

``By criticizing tax relief, Democrats are still fighting the last battle -- a battle won by the American people. Just as Americans are receiving the tax rebate checks they earned and deserve, the Democrats are still on their summer guilt trip. Perhaps the Democrats should spend their own refund checks on some better political advice.''
