One can say that it does not really matter what rates are or even that increasing rates
better for the country with high debt yet each time the rates go down it has a positive effect.


I think that is going a bit to far. If that was it then the best strategy would simply be to keep rates high almost all the time so that there is plenty of room to drop them when the economy slows down. I think the real interest rate does matter.
