Deficits are a GOOD thing as long as the debt doesn't grow faster than the economy. Helps put a lid on spending.

Unfortunately, preserving a large part of the overcharge by re-classifying it as an untouchable "investment" is a formula for a severe recession-or worse. It is sure to doom the program it is intended to save.

If I were Bush, I would trade "budget busters" for "tax busters", including capital gains reductions, making the current cuts immediate (and increasing them), and making the 2001 refund a permanent annual event.

But I am not Bush, so I'll wait and see what he does...
