Heard back from Dennis. Nobody has called or signaled him about what is likely a new shareholder. Yes, the threshold is 10% in Canada. There are about 23.8 million shares out and the two blocks are 2,272,500 shares. That's 9.55% so no filing is necessary. Yet.

Elmer, buyer of the block is a precious metal fund, details to be released later. Hopefully, those shares are now in strong hands?
