So by Dave's definition, Standard can mean "common or in wide-spread use". By that definition Windows is a standard.

So why don't Apple or Sun ship the Standard OS?

It's open in the sense of a open proprietary standard, similar to Qualcomm's cdma air interface. Others have access to it (at a price), but qcom retains absolute control. The technology is considered a standard because of high levels of adoption rather than the support of a sanctioning body. An example of a closed proprietary standard would be Apple's OS.
