Skeets, application is always a huge snag, imo, in that mistakes will inevitably be made, thus providing opponents with cheap shots ... welfare scams, pentagon toilet seats, whatever. I wouldn't try to arbitrate social costs at all. Being an anarcho-socialist, I'd just throw money at them via a progressive tax system, rob from the rich, y'know? <g> A million or two a year ought to be enough for anybody -- after that, let them start paying their fair share ...
