No. The basic laws do that already, if it can be done. I have seen no evidence that hate crime enhancements have any effect on reducing crime committed against minoritries by genocidal, murderous, racist, sexist, and
hateful people. Do you have evidence that I'm wrong?

The thrust of hate crime legislation is to punish non politically correct thinking.
