Now this is a statement I can agree with:

Washington Public Counsel Simon Fitch, who represents ratepayers in utility cases, says the rate increases "appear to be an effort to shift the risks of power-cost fluctuations to ratepayers from stockholders."

ENE and Portland General Electric made a bad bet. They ought to be adult enough to live with the consequences of their flawed decision-making. They helped in a number of ways to create the mess last winter and I have zero sympathy for their current plight.

It is a rather wonderful "Through A Looking Glass" argument they make. "Prices are down, so we have to raise rates!" The Red Queen would be proud.
