The mere fact that they are using the ILECs cable plant and facilities means that they are primarily an arbitrage player anyway. They do have to pay the ILECs for the use of the facilities.

So even if they lower their prices, the ILECs will have a competitive advantage because of lower cost, since the ILECs don't have to pay anyone for the use of the infrastructure.
