The hookup directions from the cable company will tell you how to access their service ...
as I think different companies and different cable modems require proprietary methods of installation.

The cable connection is ALWAYS ON
so there nothing is required to connect to the web as you are hooked up from bootup.

Go ahead and install as many dialup ISPs as you own accounts (I have two myself) in the regular manner using the "Dialup Networking" icon under the "My Computer" icon.

HOWEVER >>>>>>>

do NOT check the boxes
connect automatically
always dial a connection

DO check
never dial a connection

This works for me as I've done it on multiple boxes since the time I got cable.....
but
I use Cox Cable but it is possible these directions will not work in the exact manner with other providers ....

As I said the cable is always on ..
but
when I click on either of my dialup ISP icons I get connected to them just as if there were no cable ... in other words the dialup overrides the cable signal.

Then when you disconnect the dialup in the usual manner, the cable is right there already hooked up as the connection was never affected by the override.
