CB, Globalstar satellites aren't small to 'fight gravity'. The fuel they carry is designed as sufficient to last the planned life of the satellite. They can make fuel tanks bigger if needs be.

I realize you are a lawyer, not an engineer and that the antigravity devices they use to keep the LEOs up there are tricky to understand. The photovoltaic panels act like helicopter blades as well as collecting sunlight to keep the satellite warm.
