I blame the profligate spending Dem Congress. You disagree. I think the facts support my contention.

Let's review the facts.

1) The budget process starts with the President submitting a budget proposal to Congress.
2) 6 of the 8 years of the Reagan Administration the Senate was controlled by the Republicans; the White House and the Senate ulitmately have more control over the budget process than the House, given the Administration's ability to veto and the Senate's ability to override a veto; this facet gives the Senate a negotiating advantage when dealing with the House.
3) Reagan signed all of the appropriations bills.
4) The Cato institute, an acknowledged conservative think tank analyzed spending during the Reagan Administration and concluded that the deficit increases directly corresponded to the increased deficit.
