What good was the tax cut we just had? 4500 very rich families got half of it and our surplus is gone. And where did it really go? Answer: Energy gougings cost the average American triple what the tax cut gave them back nine months later. So Big Energy under Bush-Cheney ripped off the tax cut plus the surplus all inside one year. And now they want more and more and more. And you wonder why we can't afford to finance boondoggles like Star Wars? Or even to enforce our laws or help the truly needy. Their excuse is we need more oil for the future along with more pollution. And 1900 new power plants built by Dick Cheney cronies burning coal dug out in Colombia by US multi-national B-C cronies who use right-wing hit squads to murder union leaders down there. Or nuclear plants which cheney loves, so we can ship our nuclear waste either to Nevada where it will deep into the Colorado River or to some poor country where we can poison their environment instead. Anything for Halliburton. Meanwhile we have an energy glut and conservation DOES work, totally. And Germany cut harmful emissions 21% without costing them one single job.

Very simple, indeed. Your explanation requires that personal incomes and hence tax revenues would have to be rising faster than GDP. Please explain how that occurred.
