"Why AMD marketing can't figure out that they have to label a chip that performs as well as P4 1.8 with the same performance label as a P4 1.8"

Because it is called "Pentium performance rating",
and it failed to work in the past. Unfortunately,
20-stage pipeline will always run faster than 10-stage.

What was the terrible oversight is pairing a perfect
Athlon core with the lame 100-MHz bus and 100-Mhz memory
while PC133 was already available, but P-III could not
get past 800MHz. This resulted in
barely-measurable performance advantages which appeared
to be insufficient to claim and secure performance
crown, and thus was not compelling enough for tier-1
manufacturers to allocate bigger chunks for AMD-based
systems. Athlon was stubbed in the back by ineptness
and ignorance of AMD systems platform engineering.
