Of course there's a Social Security trust fund. Al Gore pledged to put said money into a lockbox. George Bush, on the other hand, wants to dip into the Social Security trust fund so he can build massive weapons systems that we don't need.

I thought the military budget was supposed to shrink with the end of the Cold War?

Guess not.
